Ankang City Shuanghe Town 5MWp agricultural light complementary photovoltaic power generation project has been Shaanxi Environmental Protection Industry Group Co., LTD. Shaanxi ring Dong Fa [2018] 4 document approved for construction, Ankang City Municipal Development and Reform Commission for the record。The project tender is Xunyang Green Energy Photoelectric Co., LTD., the project feasibility study report has been approved, and the construction funds are self-funded by the enterprise and have been implemented。The project has met the bidding conditions and is now open for bidding. Potential bidders with intention are specially invited to participate in the bidding。

2.1 Project Overview and bidding scope:

Project Overview: The project site is located in Shuanghe Town, Xunyang County, Ankang City, Shaanxi Province。Designed installed capacity 5.049MWp, the site elevation is about 250m ~ 280m。There are production roads in the site, and the transportation is convenient。After the completion of the power station, a 10kV line is connected to the 35kV substation of the State Grid about 2km away from the site, and the final access method is subject to the access system report and its approval opinions。The total investment of the project construction is 3747.98万元。

Scope of tender: All designs involved in this project,Procurement of materials and equipment,Civil engineering, equipment installation and commissioning, line engineering,Power system access scheme, access system approval,Procurement and construction of opposite side substation interval expansion,Photovoltaic power station system commissioning, acceptance and trial operation,Finally transferred to the formal delivery of all the work content,Including but not limited to the following:

(1) All design work of the project (including survey, feasibility study report, preliminary design and construction drawing design, drawings of corresponding stages, outline, budget and as-built drawings)。) : including photovoltaic power generation area, booster station, transmission line, power access system design and opposite substation renovation design and other relevant designs of the project;

(2) Photovoltaic area power generation installation and commissioning project: including photovoltaic area module procurement and installation, integrated box inverter integrated equipment procurement and installation, bus box procurement and installation, photovoltaic power generation area power and control cable procurement and installation;

(3) Power transformation and distribution installation and commissioning project of the booster station: including all power transformation and distribution equipment, control room equipment, power and control cables of the whole station, optical cable, station booster system, access system, security engineering, and all related materials, equipment procurement, installation and commissioning involved in construction;

(4) Construction of all civil works in the station area (mainly including the photovoltaic area and the booster station of three roads and one level, integrated box inverter integrated equipment foundation, photovoltaic bracket and foundation, photovoltaic area factory fence and other photovoltaic area civil works;Power distribution room, main control room, comprehensive building and other supporting rooms,Power distribution equipment foundation, structure support and foundation, etc.) and auxiliary equipment installation;

(5) Line engineering: including photovoltaic power generation area collection lines, transmission lines, etc.;

(6) Other projects, spare parts and equipment (including protective equipment, maintenance equipment, daily necessities, testing equipment, etc.), detailed in the bidding documents。

2.2 Construction site: Shuanghe Town, Ankang City, Shaanxi Province

2.3 Construction period: 90 calendar days

2.4 Quality requirements: qualified

2.5 Warranty period: The overall system warranty period is not less than 5 years, the battery component warranty is 25 years, the inverter is not less than 5 years, and the warranty period of each component is detailed in the bidding documents。

2.6 Insurance: The main contractor must pay for five years of natural disaster property comprehensive insurance for the power station。

3. Bidder qualification requirements

3.The bidder shall have independent legal personality and valid business license;

3.2. The bidder is required to possess the following qualifications:

(1) With power engineering construction general contracting grade III or above qualification; 

(2) With the Ministry of Housing and Urban-Rural Development or the construction administrative department issued by the power industry (power transmission project, power transformation project, new energy generation) class B and above design qualification;

(3) With the energy Bureau issued by the installation level, repair level, test level and above qualifications。

3.3 Have a valid safety production license;

3.4. The bidding requires the bidder to assign the following personnel not to take part in other projects during the contract period of the project, and the qualification requirements of the personnel are:

(1) The project manager has the engineering design registration qualification or the mechanical and electrical engineering professional Grade II and above registered construction qualification (registered in the bidder unit) and the safety production assessment B certificate, and has the practice performance of EPC general contract project manager (similar to power engineering) since 2014;

(2) The person in charge of the design shall have senior technical title or engineering design registration qualification (registered in the bidder unit);

(3) The person in charge of construction shall have the professional qualification of mechanical and electrical engineering registered construction engineer (registered in the bidder unit) and B certificate of safety production assessment;

(4) In addition to the project manager, the design person in charge, the construction person in charge, must be equipped with the construction technology person in charge, quality inspector, safety officer, information officer, material officer, external construction specialist, commissioning engineer each, the above personnel can not concurrently。

3.The bidder has the performance of EPC general contract projects (similar to power engineering) since 2014 (no less than two projects);

3.The bidder is in good financial condition and shall provide audited financial audit reports (cash flow statement, balance sheet, income statement and notes) for the past three years (from January 2014 to now);

3.7 Bidders have effective quality management, environmental management, occupational health and safety management system certification;

3.8. Reputation requirements: The bidder shall have good bank credit and business reputation, and shall submit bank credit certificate and non-bribery crime certificate materials;
